New Jersey College Republicans State Committee

Article I. Name
The name of this organization shall be the NEW JERSEY COLLEGE REPUBLICANS, and shall hereafter be referred to as “the organization.” For the purposes of this Constitution, any campus College Republican club shall be referred to as “a club.”

Article II. Purpose
The purpose of this organization shall be to promote the principles of the Republican Party among all college-aged students in the state of New Jersey. Furthermore, the organization shall serve to increase membership in campus clubs as well as the NJGOP, to provide service to the Republican Party at all levels, to aid in the election of Republican candidates at all levels of government, and to develop strong grassroots activists who will go forward to serve the Republican Party, the state of New Jersey, and the United States of America.

Article III. Elected Officers
Section 1. The elected officers of the organization, which shall serve as the Executive Committee, shall be Chair, Co-Chair, Secretary, Treasurer and three Regional Vice Chairs.

Section 2. The Chairman shall preside over all meetings of the organization and all meetings of the Executive Committee; shall be a member on all standing and temporary committees; shall plan and manage the activities of the organization; shall maintain sufficient contact with the College Republican National Committee, and shall represent the NJCR in official capacity. The Chairman of the New Jersey College Republicans, or his/her designee, shall function as a representative on behalf of all College Republican chapters affiliated with the NJCR on the New Jersey Young Republican Federation Executive Board.

Section 3. The Co-Chairman shall supervise and coordinate all programming and events, shall report to the executive committee on the status of such programming, and shall carry out any duties as assigned by the chairman.

Section 4. Regional Vice Chairs

Subsection 1: The State will be permanently divided into three (3) regions.

Subsection 2: The North Region will include the following counties: Sussex, Morris, Passaic, Bergen, Essex, Union, Hudson and Warren.

Subsection 3: The Central Region will include the following counties: Hunterdon, Somerset, Union, Middlesex Mercer and Monmouth.

Subsection 4: The Southern Region will include the following counties: Ocean, Burlington, Camden, Atlantic, Gloucester, Salem, Cumberland and Cape May.

Subsection 5: Each region will, at the State Convention, elect from its region 1 Regional Vice Chairman.

Subsection 6: This candidate must be a member of a credentialed chapter in that region.

Subsection 7: Regional Vice Chairs will be responsible for: building better communication between chapters within the region, facilitating regional communication with State Committee, working with County GOP and County YR Chairmen to create positive relationships for purposes of volunteering, race targeting, internship placements and other duties as instructed by the Chairman. This position will be a voting member of the State Committee and the Executive Committee.

Subsection 8: Should the position become vacant at any time, the Executive Board may appoint from within itself a temporary replacement.  This replacement should first be from the appropriate region if that is impossible any Executive Board member my fill this position until such time as the schools within the region can elect a replacement.

Section 5. The Secretary shall take and prepare minutes of all regular organization meetings as well as meetings of the Executive Committee; shall prepare and present updated and accurate information on all organization and club members.

Section 6. The Treasurer shall make financial reports at all organization meetings; shall coordinate fundraising activities with the Chairman, shall prepare an organization budget at the finish of each academic year; shall ensure compliance with all governmental regulations concerning finances; shall receive and distribute funds with the authorization of the Chairman. Funds in excess of $500.00 must have the consent of the Executive Committee.

Article IV. Election of Officers
Section 1. Written nominations for the position of Chairman shall occur in writing and should be submitted at least two weeks prior to the scheduled date of the NJCR State Convention. Nominations should be directed to the Executive Director. Nominations can also be made on the Convention floor by the procedure outlined in Section 3.

Section 2. Ten (10) signatures must accompany each name submitted for any written nomination. Those signatures must be members of the nominee’s home club. Example: Joe Smith, Princeton University, 10 signatures from the Princeton College Republicans.

Section 3. The Executive Director must receive all final nominations at least forty-eight (48) hours prior to the start of the NJCR State Convention. After this time has passed, all nominations must be made on the convention floor, and must be approved by 2/3rds of the voting delegation. In order to qualify as a candidate for any executive committee position, an individual must have been a member of a recognized club in the state of New Jersey.

Section 4. Officers shall be elected by a majority vote of delegates who are present and entitled to vote.

Section 5. Any chapter who has submitted ten verified names, email addresses and cell phone numbers prior to 12 noon on January 31st shall be entitled to 1 vote at convention.

Section 6. For every 25 members, a chapter will be entitled to 1 additional vote.

Section 7. No chapter may have a delegation larger than 17 members or one which amounts to greater than 49% of the total amount of credentialed delegates.

Section 8. Delegate and alternate lists shall be submitted to the Chairman no less than 7 days before the convention.  A chapter may appoint one alternate delegate per delegate.  Only those listed will be permitted to cast votes.  No proxy or absentee ballots may be cast.

Section 9. The Co-Chairman and 3 Regional Vice Chairs will make up the “Credentials Committee” and will be responsible for collection and verification of the chapter credential lists.

Subsection 1: If at any time the Co-Chair becomes an announced candidate for state office, the members of the Credentials Committee shall elect from amongst themselves a new Chair of the Credentials Committee.

Subsection 2: If at any time a Regional Vice Chairman, who is a member of the Credentials Committee, becomes an announced candidate for state office the chapters within that region shall elect by simple majority a new regional representative for the Credentials committee.

Section 10. In the event of a tie, a re-vote will be taken using secured written ballots. The ballots will be counted by the Sergeant – at – Arms and the Parliamentarian (see Article V, section 3) of the NJCR State Convention.

Section 11. Vacancies occurring among the Executive Committee shall be filled by appointment of the Chairman, with confirmation by the Executive Committee. In the instance where the Chair should become vacant, the Vice-Chairman would assume the Chair, and a new Vice-Chairman would then be appointed.

Article V. Appointed Officers
Section 1. The Chairman shall appoint an Executive Director to assist the Chairman in the planning and execution of all statewide activities and events. The Executive Director shall manage the day-to-day operations of the NJCR.

Section 2. The Chairman shall appoint a Director of Communications. This person will preside over the Publicity standing committee and will carry out all duties contained in that committee. The Director of Communications will also fulfill any additional assignments as delegated by the Chair.

Section 3. At the start of the NJCR State Convention, the Chairman may appoint a Parliamentarian and a Sergeant – at – Arms. These appointees shall assist the Chair during the Convention, and will not have a vote.

Section 4. The Chairman shall reserve the right to appoint any additional Executive Officers, in a temporary fashion, to aid in the completion of special projects and activities. These temporary appointments will carry no voting rights.

Article VI. Standing Committees
Section 1. The standing committees of the NJCR shall be Executive, Recruitment, and Publicity.

Section 2. The Executive Committee shall be made up of the Chairman, Co-Chairman, Vice-Chairman, Secretary, Treasurer, and the Executive Director. The Executive Committee shall determine the requirements for good membership standing, in accordance with Section 3 of this article, and shall have the authority to distribute funds in excess of $500.00. The Executive Committee may request the resignation of any elected officer in the state without impeachment but may not force the respected officer to resign from their position. Only the Chairman can remove the Executive Director and the Executive Director is immediately removed upon the impeachment of the Chair.

Section 3. The guidelines for the Executive Committee in determining the requirements for good membership standing shall be:
1. They must be within the school requirements outlined in their institution’s Student Handbook.
2. The attendance requirement shall be not less than 25% of all club meetings and no greater than 75% of all club meetings.
3. A completed membership form including all personal contact information.

Section 4. The Recruitment Committee shall be presided over by the Vice-Chairman. This committee shall be charged with developing and implementing new recruitment techniques, and increasing the membership of each campus club.

Section 5. The Publicity Committee shall be presided over by the Director of Communications. This committee will be charged with advancing the name and message of the NJCR, as well as providing all media outlets with information and briefings pertaining to the activities of the NJCR.

Article VII. Regular Meetings
Section 1. The Executive Committee will meet no less than twice a semester during the Fall and Spring Semesters, and at least once during the Summer Semester.

Section 2. A meeting shall be held at the call of the Chairman or any member of the Executive Committee or upon written request of any two (2) Club Chairmen. Notice of a regular meeting shall be given to all Club Chairmen no sooner than 72 hours prior to the start of the meeting.

Section 3. Quorum shall be reached when 25% of the Club Chairmen, or their designated proxy, are present. The proxy form must be submitted before the specified meeting to the NJCR Chairman and must contain the signature and/or approval of the said chapter Chairman.

Article VIII. Conventions
Section 1. The Executive Committee shall meet to determine the date and time of the NJCR Convention. The NJCR State Convention shall be held in the Spring semester of each academic year.

Section 2. The Chairman shall be the official spokesperson of the NJCR in all convention activities.

Section 3. Any executive officer elected at the Convention will assume the office within seven (7) days of the conclusion of the convention, but not later than May 15th.

Article IX. Resolutions and Amendments
Section 1. Any member in good standing may bring forth a statement of some conviction that they feel the NJCR should share during an assembled meeting or Convention. A simple majority vote of the clubs present, and in good standing will adopt the resolution, with a tie being broken by the presiding officer. These resolutions shall be kept in the NJCR files to be maintained by the Secretary.

Section 2. All members in good standing may propose amendments to this constitution by presenting a written proposal.

Section 3. Debate on an amendment or and issue will be moderated by the Chairman following Robert’s Rules of Order. An Amendment shall be adopted upon affirmative vote of two-thirds (2/3) of the present clubs in good standing. Upon passing, the Secretary will make the necessary clerical changes to the constitution.

Section 4. This constitution will serve as the governing document for the New Jersey College Republicans and can only be nullified by two-thirds (2/3) of the vote of the entire NJCR membership.

Article X. Ratification
This Constitution shall become effective June 1, 1999.
A copy of this Constitution shall be kept in the NJCR file, maintained by the Secretary.
